'.

Part 1 _ General (Contd)

.

Authorited flood control and water oonser~ation operation~ of

John Martin Reser~oir in~ol~e, and may be accomplished only by, the
storage at times, and the release at other times, of flows and waters of
the Arkansas R1~er at Caddoa. Such stGrage operation~ will nscessari1y
modify the regimen of the ri~er, and, excep~ at times when the reser~oir
is empty, will alter both the water suppliss of the Arkansas Ri~er usable
for irrigation and the opportunities for their di~ersion, and wil! thereby
affect the conditions and relations historically pre~ailing between the
State~ of Colorado and Kansas, between the indi~idual ditches along the
Arksnsas Ri~er in Colorado Water Distriot 67 downstream from Caddoa, and
between the two groups of water users along the Arkansas River in Colorado,
namely, the one in Water Distriot 67 downstream from Caddoa and the other
in Water Districts 14 and 17 u~tream from Caddoa.
To evaluate the resulting effects of operations of John Martin
Reservoir, determinations and definitions of the water supply and
diversion conditions and relations that historically prevailed along the
Arkansas River in Colorado Water Districts 14, 17 and 67. and in Kansas
between the Stateline and Garden City, are necessary. Unnecessary dat~
not included in the attached tabulations are streamflow. at stations on the
Arkansas River u~tream from Canon City in Colorado, and downstream from

Garden City, in Kansas, and at stations on all tributary streams other than

the Purgatoire River near its mouth. Also not included are the diversions

by ditches from the Arkansas River in Colorado Water Districts 11 and 12,

upstream from the western boundary of Pueblo County, and by ditches from

all tributaries of the Arkansas River. Irrigation supplies derived fram

pump~ in both States are not included in the tabulated diversions.

~~

.

~

,

~

'.
