Such stGrage operation~ will nscessari1y <br />modify the regimen of the ri~er, and, excep~ at times when the reser~oir <br />is empty, will alter both the water suppliss of the Arkansas Ri~er usable <br />for irrigation and the opportunities for their di~ersion, and wil! thereby <br />affect the conditions and relations historically pre~ailing between the <br />State~ of Colorado and Kansas, between the indi~idual ditches along the <br />Arksnsas Ri~er in Colorado Water Distriot 67 downstream from Caddoa, and <br />between the two groups of water users along the Arkansas River in Colorado, <br />namely, the one in Water Distriot 67 downstream from Caddoa and the other <br />in Water Districts 14 and 17 u~tream from Caddoa. <br />To evaluate the resulting effects of operations of John Martin <br />Reservoir, determinations and definitions of the water supply and <br />diversion conditions and relations that historically prevailed along the <br />Arkansas River in Colorado Water Districts 14, 17 and 67. and in Kansas <br />between the Stateline and Garden City, are necessary. Unnecessary dat~ <br />not included in the attached tabulations are streamflow. at stations on the <br />Arkansas River u~tream from Canon City in Colorado, and downstream from <br /> <br /> <br />Garden City, in Kansas, and at stations on all tributary streams other than <br /> <br /> <br />the Purgatoire River near its mouth. Also not included are the diversions <br /> <br /> <br />by ditches from the Arkansas River in Colorado Water Districts 11 and 12, <br /> <br /> <br />upstream from the western boundary of Pueblo County, and by ditches from <br /> <br /> <br />all tributaries of the Arkansas River.
