<br />'. <br /> <br />Part 1 - General (Contd) <br /> <br />. <br /> <br />began to operate in January 19i~3, and thereby and thereafter began to <br />modify the total flows of the Arkansas River as well as the water <br />eupplies usable for irrigation and their distribution among interests <br />along the Arkansas River affeoted by suoh operations. <br />John Martin Dam and Reservoir is located on the Arkansas River <br />at Caddoa in Bent County, Colorado, about 58 river miles upstream from <br />the Stateline between Colorado and Kansas, at a point below the junotion <br />with the Arkansas River of Purgatoire River, a principal tributary. The <br />John Martin project was authorized by Congress in the Flood Control Act of <br />June 22, 1936, for oonstruction by the United States War Dopartment, Corps <br />of Engineers, "to provide for flood control and water conservation in <br /> <br />Colorado and Kansas". Flood control operations will prevent or reduoe the <br /> <br />damages, fram floods originating upstream frmrr Caddoa, to lands and <br />property in, along and adjoining the channel of the Arkansas River in <br />Colorado and Kansas downstream from Caddoa. <br />Reservoir operations for irrigation purposes will regulate the <br />water supplies of the Arkansas River at Caddoa that previously were <br />diverted by ditches downstream in Colorado and Kansas and thereby make <br />Buch supplies available for diversion more nearly when and as required <br /> <br /> <br />for the irrigation of lands and cropsl and will conserve for additional <br /> <br /> <br />diversion and increased use in both States the flows of the Arkansas <br /> <br /> <br />River at Caddoa, up to the conservation capacity of John Martin <br /> <br /> <br />Reservoir, that previously flowed by Garden City undiverted and unused <br /> <br /> <br />upgtrearn therefrom in either State. <br /> <br />, <br /> <br />~ <br /> <br />~ <br /> <br />w. <br /> <br />-~ <br />
