<br />~ <br /> <br />- 31 - <br /> <br />Local landowners and operators will install land treatment <br />measures estimated to cost $212,813 during the 5-year project period. <br />Financial assistance is available through the Agricultural Conserva- <br />tion Program and other Federal programs. Technical assistance <br />amounting to $39,200 for the acceleration and $24,000 for the going <br />District program in the layout, design, construction, and checking of <br />these land treatment measures will be furnished to the landowners by <br />the Soil Conservation Service through the Pine River Soil Conservation <br />District. The U. S. Forest Service, the U. S.Bureau of Indian Affairs, <br />the Indian Tribal Council, and the Colorado State Forest Service will <br />provide $57,133, made available .to them from their appropriations, and <br />$21,600 of P. L. 566 funds will be provided to apply land treatment and <br />management practices on Federally and privately-owned range and <br />forested lands at an accelerated rate during the 5-year project in- <br />stallation period. (See Table 1) <br /> <br />The Pine River Canal Company was authorized as a non-profit mutual <br />Canal Company under Certificate No. 45723, September 26, 1907, with a <br />Certificate 'of Renewal dated April 27, 1934, under the laws of the <br />State of. Colorado. The Company has the necessary authority and powers <br />to carry out the structural works of improvement in this Work Plan. <br />As the Contracting Local Organization, they will have the local <br />responsibility for the installation of structural measures estimated <br />to cost $302,962. <br /> <br />The local 'share of agricultural water management construction <br />cost is $79,060. The Pine River Canal Company will obtain a loan <br />from the Farmers Home Administration to meet this and other sponsor <br />obligations, such as the administration of contracts ($2,340), and <br />land easements and rights-of-way ($1,315), for a total of $82,715. <br />Considering possible contingencies of about 15 percent, the Company <br />will request a loan of about $95,000 under the provisions of Section <br />8 of the Watershed Protection and Flood Prevention Act. A letter of <br />intent has been filed with the Farmers Home Administration for this <br />purpose. <br /> <br />Repayment for a $95,000 loan is estimated at $3,780 annually. <br />This will be paid from annual assessments on the l3,752~ shares of <br />the Company. <br /> <br />, <br /> <br />Public Law 566 funds for installation of project measures <br />($220,247) will be made available through the Soil Conservation Service <br />under the authority of the Watershed Protection and Flood Prevention <br />Act (P. L. 566 - 83d Congress, 68 Stat. 666) as amended. <br />
