<br />, <br /> <br />- 30 - <br /> <br />applied by the landowners, Colorado S'tate Forest Service, U. S. Forest <br />Service, and the Indian Tribal Council, and the Bureau of Indian <br />Affairs, respectively, with assistance from P. L. 566 funds and the <br />technicians of the Soil Conservation Service assigned to assist the <br />Pine River Soil Conservation District. <br /> <br />Structural Measures <br /> <br />The planned structural worl<s of improvement., consisting of the <br />twofloodwater~retarding structures and the rehabilitation of the main <br />canal system, are grouped for installation purposes into three con- <br />struction units. All necessary land easements and rights-of-way will <br />be obtained for each construction unit before Federal financial <br />assistance is made available for the installation of works of improve- <br />ment for that unit. <br /> <br />The Pine River Canal Company will assume all the duties and re- <br />sponsibilities of the Contracting Local Organization and will provide <br />the necessary funds for the costs involved in structural cost-sharing, <br />in the administration of contracts, and in obtaining land easement <br />and rights-of way. <br /> <br />Engineering and other technical services will be provided by the <br />Soil Conservation Service to assist in designing structures, preparing' <br />and interpreting plans and specifications, checking issuance of bids, <br />supervising construction, preparing contract payment estimates, <br />making final inspections, executing certificates of completion, and <br />performing related duties in the establishment of the planned struc- <br />tural measures. <br /> <br />Project agreements will be entered into between the sponsors and <br />the Soil Conservation Service, outlining the responsibilities that <br />each will assume in connection with the installation of the'works of <br />improvement. An operation and maintenance agreement will be executed <br />prior to issuance of invitation to bid to outline the duties and <br />responsibilities of the sponsors. This agreement will insure the <br />proper functioning of the installed works of improvement. <br /> <br />FINANCING PROJECT INSTALLATION <br /> <br />The total estimated project cost is $657,708, of which the P. L. <br />566 share is $281,047 or 42.7 percent and the Other share is $376,661 <br />or 57.3 percent. <br />
