<br />o <br /> <br />- 32 - <br /> <br />Federal assistance for financial and other technical assistance <br />will not be made available to the Local Organizations for the design <br />and construction of the proposed works of improvement until: (1) the <br />Work plan is administratively approved for construction, (2) sponsors <br />have obtained the necessary land easements and rights-of-way and have <br />funds for the administration of contracts, and (3) the Federal funds <br />for the construction and technical assistance are appropriated and <br />available for this project. <br /> <br />PROVISIONS FOR OPERATION AND MAINTENANCE <br /> <br />Land Treatment Measures <br /> <br />Land treatment measures installed on privately-owned land will <br />be operated and maintained by the landowners and operators of the <br />farms on which the measures are applied. Funds for the maintenance <br />of the land treatment measures installed on the lateral canal <br />systems will be provided by landowners and by assessments by the <br />individual lateral groups. Maintenance specifications for all land <br />treatment measures will be stated in plans for conservation operations <br />between individual landowners and the Pine River Soil Conservation <br />Dis tric t. <br /> <br />Technical assistance to landowners and to the Mt. Allison <br />Volunteer Fire Department for operation and maintenance beyond the <br />installation period, estimated at about $200 per year, will be pro- <br />vided by the Colorado State Forest Service in cooperation with the <br />U. S. Forest Service under regular continuing forestry programs. <br /> <br />On National Forest land, the measures will be operated and <br />maintained under the regular management and protection programs of <br />the U. S. Forest Service estimated at $1,900 per year. <br /> <br />On Indian lands, the measureS will be operated and maintained <br />with funds from the regular Tribal and Bureau appropriations for <br />range management and protection estimated at $1,500 per year. <br /> <br />Structural 'Measures <br /> <br />The two floodwater-retarding structures will be operated and <br />maintained by the Pine River Canal Company. The dams will have a <br />minimum life expectancy of 50 years. Annual operation and main- <br />tenance costs for trash disposal and minor structural repairs for <br />dams, outlet structures, and the appurtenant canal sections on each <br />dam are estimated at $506. <br />
