REDUCTION OF OPERATING COST OF EXISTIVG FLOOD CONTROL WORKS.- <br />As previously stated, thc city of Puchlo prcsently is provided protec- <br />tion from Arkansas River floods by r.arrier Dam and Pueblo Flood"ay <br />completed in 1925. It is estimated that under cxisting conditions, <br />the effective life of thesc structures will expire in the year 2000. <br />Although Pueblo Dam and Reservoir would supplant the need for this proj- <br />ect for protection of thc city from Arkansas River floods, the floo<h;ay <br />unit must be retained to contain rcsidual floodflows, primarily from <br />Dry Crcek. The capacity of the floodway is 110,000 c.f.s., but with <br />Arkansas River flows controlled by Pueblo Dam, a floodway of about <br />50,000 c. f. s. would suffice to control floods originating do"nstream <br />from the structure. Bascd on the lesser capacity nceded and less <br />frequent floDd discharges, it is estimated that the economic life of <br />the structurc, Hhich "ould cost about $4,000,000 to replace without <br />Pueblo Dam, l\'ould be extcnded about 25 years at Hhich time it could <br />be rcplaced for about $2,000,000. The 100;er cost structurc then would <br />be effective until expiration in 2070 of the IOO-year life of the nCH <br />reservoir. At this point it \;ould 1,c replaccd with ~nother $'1,000,000 <br />structure. The replaC0i7lC'nt of B:lrricr (lam h'ould also be u'.3f(~r"ted but <br />to thc cnd of the econo"'ic lifc of Pueblo Rcservoir. The estimated <br />replnccment cost of Earricr D:lI1l is $IO,IJOO,OOO, The econuHlic value of <br />savings frum deferred rcplaccmcnt reduced to an nvcragc annual equiv- <br />alent basis at a 3.125 perccnt discount rate h'()UJJ I,c about $J67,000. <br />In addition, annual maintenance costs of the floodway and r.arrier Dam <br />would be rcduccd $60,000 by thc nc" structure, As indicatcd above, <br />the Pueblo Flood"ay "ill continuc to function after construction of <br />Pucb 10 Dam, but Barrier Dam wi 11 be rcmoved. There is approximately <br />35 years of remaining effective life after 1970 in the structures. <br />Thc value of the remaining useful life of the existing dam is esti- <br />mated to be $4,000,000 or $131,000 annually. Accordingly, Puehlo Dam <br />and Reservoir has been crcdited avcrage annual benefits of $96,000 <br />for reduction of operation, maintcnance, and replacement costs of <br />existing flood control works excluding the value of remaining useful <br />lifc as shown in the following table 13, <br /> <br />35 <br />
