",

.

.

"

..l' ,-: ,.... "
t! ,.. ,""
........ ..J

Puehlo arca since possibilities for expansion of development in the
flood plain are limitcd.

91. About 31 percent of total benefits creditable to Pueblo Dam
and Reservoir \;Quld accrue to urban and suburban development. Benefits
to the Pueblo arca comprise about 68 percent of total urban benefits
although it alrcady receivcs a high degree of protection from Barrier
Dam and the Pueb 1 0 Fl oodway. The fl oOlh;ay has a capaci ty of 11 0.000
c.f.s. whcreas thc standard project flood Hould discharge ~n cstimated
131,000 c.f.s. Flood control storage in Pueblo Dam and Reservoir would
provide additional protection sufficient to precludc flood losses to
Pueblo from Arkansas River floods of standard project and greater
magnitude. Accordingly, the projcct has hecn credited with henefits
for the additional protection of residential, business, and other urban
developmcnt from floodflows in the range of 110,000 to 131,000 c.f.s.
1I00;cver, floods of these magnitudes are so infrequcnt that the benefits
on an average annual basis amount to only about $11,200 even though
property in the protected area is valued at about $200 million. Thc
rest of the benefit creditcd the projcct at Pueblo comprises $96,000
average UI1Dual savings from reduced mailltenancc anJ ext~nsion of lISeftll
lifc of existing protective structures as shown in tnblc 13 and $65,400
repl'esenting damages l1reventeo to mlmicipal 'd;1tCl' \.Jorks faci litics up-
strcam from the city,

92. Similar to Pueblo, the city of Las Animas "ill be provided a
high degree of flood protoction "hen the authorized local protection
project is constructcd. The project design flood is 140,000 c,f.s. in
the Arkansas River Hith a coincident flo" of 20,000 c.f.s. in thc
Purgatoirc River. Thc estimated discharge of a flood of standard proj-
ect magnitude in the Arkansas River at Las Animas is 210,000 c.f.s.
Pueblo Dam and Reservoir has been credited with $7,200 average annual
benefits for reduction of damages from floodflOl;s exceeding the project
design flood.

93. Flood losses presently sustaincd in the La Junta area would
be rcduccd about 16 percent by Pucblo Dam. The average annual benefit
to urban and suburban property Hould he about $75,600.

94. Prevention of flood rclated losses to existing and future
devclopment in rural arcas would constitute $488,300 or about 66 percent
of total projcct benefits. The major part of this amount would be to
rai I roads and highHays and crops. r,lost of the benefit to crops is from
prcvcntion of intcrruption of irrigation Hater supplies caused by flood
destruction of diversion structures, headgatcs and othcr irrigation
facilitics. It is estimated that losses from this source average more
than $400,000 annually of "hich it is estimatcd that $84,000 ,;QuId be
prevcnted by the project. Total reduction of crop losses including
reduction of losscs duc to interruption of "ater supply Hould be about
$114,200 under prescnt conditiolls of production and price levels or
$211,200 including al1o'n'anccs for gro,"th during thc economic life of
the project.

34
