M
It")
c.o
~

BUREAU OF lAND MANAGEMENT

value for any of the minerals covered in the mineral leasing
laws, II nor valuable for geothermal resource development. This
report did indicate the possibility of being valuable for ura-
nium. A field examination would be required to determine the
mineral status of each parcel involved, and the possibility of
and procedures under which the lands would be withdrawn and/or
patented. However, it appears that the lands are non-mineral
in character and that the proposed withdrawal by the Bureau of
Reclamation (or disposal by BLM under the pUblic land laws) of
the involved agricultural lands would have no adverse effect on
the minerals program.

If sand and gravel is needed by the Bureau of Reclamation for
any of their operations, and if BLM lands with this resource are
available, the location of such sites must be approved by BLM.
Improper location could have adverse effect upon wildlife, re-
creation, aesthetics, and other public values. Rehabilitation
of areas must be consistent with the mined land reclamation reg-
ulations, 43 CFR 23.

If extensive field work is required to determine validity of any
existing claims, the costs involved should be reimbursable.

(e) Watershed

The construction of the canal and roads should present no water-
shed problems on BLM administered lands. Neither should the
transfer of the identified acreages from public domain status to
private land, as no new acreages will come under irrigation, and
land use should remain the same on the disposed parcels.

(f) Timber

There are no timber considerations on any of the BLM administered
lands involved.

(g) Livestock

No allotted AUMs of grazing would be affected; no grazing values
would be lost.

III. SUMMARY OF RECOMMENDATIONS

(1) Because of project time limitations and limiting BLM funds and
manpower with which to dispose of the BLM acreages under our
authorities, the Bureau of Reclamation appears to be the logical
agency to handle this by withdrawing these lands and subsequent~

63
