<br />o <br />C <br />~.J <br />C'~ <br /> <br />c <br /> <br />(a) Article 16.--There ~as disagreement between the Bureau <br /> <br />of Reclamation and the agents as to whether the power plant <br /> <br />building should be operated ~~d maintained by the Bureau of <br /> <br />Reclamation as at present or whether such operation and main- <br /> <br />ten~~ce under the proposed contract should be performed by the <br /> <br />agents. <br /> <br />Consideration of the following points appears germane to <br /> <br />this subject: <br /> <br />The building is a continuous structure, parts of ~hich are <br /> <br />and will be occupied by three interests (U.S.; City; S.C.E.). As <br /> <br />an ideal, operation and ~~intenfu~ce by a single authority would <br /> <br />appear desirable. The dam and power plant constitute a public <br /> <br />monument and, as such, will be open, at least in part, to visita- <br /> <br />tion by,the public. The handling and care of such visitors would <br /> <br />appear to be the proper responsibility of the Federal Government, <br /> <br />and it must therefore operate ~~d maintain those features needed <br /> <br />for such handling and care. In order to cere for the dam and <br /> <br />appurtenant structures, the United States must always maintain, <br /> <br />at the dam, personnel, equipment, and stores adequate for and <br /> <br />suited to maintenance work on the building. Maintenance work by <br /> <br />the agents might very probably result in the utilization (through <br /> <br />arrangement) of these same governmental facilities. Maintenance <br /> <br />by the Government would be more direct. The present lessees <br /> <br />have emphasized the import~~ce to them of carrying over into the <br /> <br />agency contracts all rights and privileges now enjoyed under their <br /> <br />5 <br />
