In compli- <br /> <br />ance with this commitment this corrmQ~ication is forv'arded to <br /> <br />the interested parties. <br /> <br />Since this legislation must be effectuated prior to June 1, <br /> <br />1941, if at all, and much work remains to be done in the prepara- <br /> <br />tion of contracts, you are earnestly requested to submit in brief <br /> <br />form your comments on, or concurrence in, these findings not later <br /> <br />than March 10, 1941, so that final recommendations may be made <br /> <br />to the Secretary. <br /> <br />Following are set forth the recomnendations I am prepared <br /> <br />to make to the Secretary together with the reasons therefor. <br /> <br />These matters fall into four categories: (1) the agency <br /> <br />contracts, (2) the energy rate, (3) generating charges, and <br /> <br />(4) adjustments of rates and charges; and each is treated <br /> <br />separately although they are inevitably interrelated. <br /> <br />1. THE AGENCY CONTRACT <br /> <br />Extended negotiations between the proposed operating agents <br /> <br />and the Bureau of Reclamation were carried on concurrently with <br /> <br />the hearings in Los Angeles, culminating in a draft of agency <br /> <br />contract dated November 14, 19L~. There was substantial agreement <br /> <br />between the interested parties as to all major provisions of this <br /> <br />contract with the exception of three matters: <br /> <br />4 <br />
