Repayment of <br /> <br />construction costs subsequent to June 1, 1937, may be spread over <br /> <br />50-year periods beginning as of the date of installation so that <br /> <br />only partial repayment will be accomplished by May 31, 1987. <br /> <br />In order to afford all interested parties an opportunity to <br /> <br />be heard on the matters involved, hearings were convened in <br /> <br />Los Angeles on August 12, 1940, and continued until December 6 <br /> <br />of the same year. All allottees, contractors and the Bureau of <br /> <br />Reclamation were represented continuously throughout the hearings, <br /> <br />which resulted in the presentation of facts, studies and argument <br /> <br />bearing upon the several questions necessary to be answered in <br /> <br />order to effectuate the act. The resulting record comprises <br /> <br />some 2,000 pages of transcript and 91 exhibits. This material <br /> <br />has all been considered in these findings. The hearings were <br /> <br />presided over by the special representative, sitting with his <br /> <br />advisers. Dr. Durand participated in practically all sessions, <br /> <br />while Mr. Olds was able to attend only a limited number owing to <br /> <br />the press of his duties as Chairman of the Federal Power <br /> <br />Commission. The advice and collaboration of these gentlemen in <br /> <br />the preparation of these findings have been invaluable. <br /> <br />At the close of hearings in Los Angeles on December 6 it was <br /> <br />proposed by the special representative, and agreed to by the <br /> <br />3 <br />
