The Upper Division Objects to Hoover <br />Power Deficiency Allowances Being Paid <br />From Upper Colorado River Basin Fund <br /> <br />During August 23, to September 1,1965, the House <br /> <br />of Representatives Subcommittee on Irrigation and Reclamation of <br /> <br />the Committee on Interior and Insular AJiairs held hearings on <br /> <br />H .R. 4671 ,Y one of the bills predecessor to the Colorado River <br /> <br />Basin Project Act (P.L. 90-537).1/ <br /> <br />At these hearings several witnesses representing the <br /> <br />States of the Upper Division appeared before the Subcommittee and <br /> <br />objected to the Secretary's compensating the Hoover power contractors <br /> <br />from the Upper Colorado River Basin Fund for Hoover power deficiencies <br /> <br />at Hoover Dam in accordance with Principle 5 of the Filling Criteria, <br /> <br />A statement of this objection, made by the Honorable John A. Love, <br /> <br />then and now Governor of the Sta te of Colorado, is typical.
