Glen Canyon Fillinq Criteria <br /> <br />On April 2, 1962, the Secretary of the Interior <br /> <br />(Secretary) promulga ted "Genera I PrInciples GovernIng and <br /> <br />Operatlng CriterIa for, Lake Powell and Lake Mead DurIng the <br /> <br />Lake Powell FillIng Period" (FLlHng CriterIa)l/. Principle 5 <br /> <br />of the FillIng CriterIa Is partlcularly relevant to the subject <br /> <br />under dIscussIon. It provIdes that an allowance may be paid to <br /> <br />the Hoover power contractors for any defiCiency in firm energy <br /> <br />generation at Hoover powerplant caused by the filling of the <br /> <br />storage units of the Colorado River Storage Project;Y that at <br /> <br />the discretion of the Secretary such allowance may be accompHshed <br /> <br />by United States deli.vering substitute energy or monetarily in <br /> <br />an amount equal to the incremental cost of generatlng substitute <br /> <br />energy; that to the extent the Upper Colorado River Basin FundY <br /> <br />is utlHzed, the moneys expended therefrom in accompHshing this <br /> <br />allowance shall be reimbursed to that fund from the Separate Fund <br /> <br />identified in Section 5 of the Boulder Canyon Project ActY to <br /> <br />the extent that such reimbursement therefrom is authorized by <br /> <br />Congress. <br /> <br />11 27 Fed.
