<br />. <br /> <br />. <br /> <br />"That the diversion of money from the Upper <br />Colorado River Basin fund to the Colorado River <br />dam fund as payment for the so-called Hoover Dam <br />deficiencies, pursuant to the Glen Canyon filling <br />criteria, be terminated forthwith; and that all <br />expenditures made from the Upper Colorado River <br />Basin fund to meet deficiencies in generation at <br />Hoover Dam, pursuant to the Glen Canyon filling <br />criteria, be reimbursed to the Upper Colorado <br />River Basin fund in full." <br /> <br />A similar statement was included in a resolution by the <br /> <br />Colorado Water Conservation Board, adopted on August 11, 1965, <br /> <br />and appended to Governor Love's prepared statement.i!J <br /> <br />C. Terms of the Seven-State Aqreement <br /> <br />The terms of the Seven-State Agreement, negotiated <br /> <br />during SePtember 1965 and proposed to be implemented by Section 502 <br /> <br />of H.R. 4671 and subsequently implemented by Section 502 of P.L. 90- <br /> <br />537, were as follows: <br /> <br />The Upper Division would support legislation providing <br /> <br />for the continuance of the Filling Criteria and the Hoover power <br /> <br />deficiency allowances purs uant to Principle 5 thereof, during the <br /> <br />filling period of the storage units of the Colorado River Storage <br /> <br />Project; in exchanqe for <br /> <br />The Lower Division supporting legislation directing the <br /> <br />reimbursement of the Upper Colorado River Basin Fund for the money <br /> <br />expended heretofore or hereafter from that fund to meet deficiencies <br /> <br />in generation at Hoover Dam during the above-mentioned filling <br /> <br />i!J See Footnote 6, page 345. <br /> <br />-5- <br />
