We may discharge the brine from a Well ton-Mohawk <br /> <br />desalting plant across Mexican territory to the Gulf of California through <br /> <br />a concrete-lined drain, which Hexico will construct at United States expense. <br /> <br />We may also use the drain to discharge Well ton-Mohawk drainage directly to <br /> <br />the Gulf. Pending the conclusion of a comprehensive groundwater agreement, <br /> <br />Mexico agrees to limit its pumping of groundwaters within five miles of the <br /> <br />Arizona-Sonora boundary to its present capability of 160,000 acre-feet <br /> <br />annually, while recognizing our right to pump an equal amount within a like <br /> <br />zone on our side of the boundary even though such pumping might adversely <br /> <br />affect Mexican pumping. Finally, Mexico acknowledged that this agreement <br /> <br />constitutes a permanent and definitive solution of the salinity problem, <br /> <br />in effect precluding the presentation by the Mexican Government in the future <br /> <br />of any claims arising out of this matter. <br /> <br />Over the next few years the new arrangement is expected to work in this <br /> <br />'I <br /> <br />manner. During the period until the Congress enacts enabling legislation <br /> <br />for implementation of the agreement, which we hope will be by early next <br /> <br />year, Mexico will receive about the same quality of water it has been <br /> <br />receiving since July 1972, when President Nixon ordered further substitution <br />r. <br /> <br />for Well ton-Mohawk drainage waters,which has had the effect of further <br /> <br />reducing the salinity of the water delivered to Mexico at Morelos Dam by <br /> <br /> <br />about 100 ppm. During this period Mexico will continue to reduce its <br /> <br />diversion of treaty waters by the remaining part of the District's drainage <br />
