As soon as the Congress enacts <br /> <br />" <br /> <br />'" <br />w <br />I\;; <br />1<1;;. <br /> <br />enabling legislation, the agreement will become effective, and the .United <br /> <br />States must meet the 115 ppm average differential requirement. At that <br /> <br />time we shall have to start wasting all Wellton-Mohawk drainage waters, at <br /> <br />first in the river channel below Morelos Dam, and later into the drain <br /> <br />extending to the Gulf of California, and we shall have to increase the amoun~ <br /> <br />of water being delivered to Mexico by the quantity necessary to substitute <br /> <br />for the total amount of that drainage. To do this we must begin by borrowin~ <br /> <br />the increased amount of substitution water from the river's storage reservoir~. <br /> <br />We shall also begin construction of a new concrete-lined section of the <br />, <br /> <br />Coachella Canal in southern California, with completion scheduled in three <br /> <br />years. This new section will salvage water to replace gradually the quantity'. i <br /> <br />we borrow from storage. <br /> <br />We shall begin the design of a large desalting plant to reduce the <br /> <br />salinity of the Well ton-Mohawk drainage to the salinity of the water at <br /> <br />Imperial Dam. By blending the effluent from the desalting plant, estimated <br />a~ <br />to amount to about 101,000 acre-feet, with the Wellton-Hohawk drainage waters <br />11 <br /> <br />not treated, about 3',000 acre-feet~gain deliver the major part of <br />I( <br /> <br />Wellton-Mohawk drainage to Mexico as a part of its treaty deliveries. Howeve~;i <br />f <br /> <br />this water will be of Imperial Dam quality. At that stage, scheduled for <br /> <br />1977 or 1978, the only water being lost to the United States will be the <br /> <br />brine carrying to the Gulf of California the salt removed by the desalting <br /> <br />t <br />plant. While the amount of brine may initially be as much as 43,000 acre-feetf <br /> <br />annually, every effort will be made to reduce this amount by improving the <br /> <br />1.. <br /> <br />, <br />_;.'-., ocii :it- <br /> <br /> <br />efficiency of the desalting plant, and by other means. <br />
