From it we and other countries <br /> <br />may learn how to treat and utilize brackish water more efficiently and <br /> <br />effectively. <br /> <br />Other features of the settlement help to protect our groundwater <br /> <br />resources, reduce losses in southern California's water deliveries, and <br /> <br />promote conservation and efficiency in the use of water in irrigation. <br /> <br />Just as the settlement is significant domestically, it is important <br /> <br />in our international relations. The position of the United States in this <br /> <br />problem has become more and more difficult for us to defend as we have under~ <br /> <br />taken to improve the environmental quality of life in America and determined <br /> <br />anew to ensure that activities within our country do not cause damage to 1 <br /> <br />the environment in another country. The settlement evinces, as no amount of ~ <br /> <br />, <br /> <br />words could possibly do, our determination to correct problems of this nature~ <br /> <br />It is no small matter that we have guaranteed for the Mexicali Valley of <br /> <br />1 <br />, <br /> <br />Mexico a quality of irrigation water very similar to our own. Once again, <br /> <br />'J <br /> <br />moreover, as in the settlement of the Chamizal dispute in 1963 and in the <br /> <br />conclusion of the comprehensive boundary treaty in 1970, the United States <br /> <br />and Mexico have shown that through mutual efforts undertaken with good will, <br /> <br />difficult problems along the boundary between the nations of this Hemisphere <br /> <br />can be resolved constructively and amicably. Indeed, our settlements stand <br /> <br />out in sharp contrast to the conflicts over boundary problems in other parts <br /> <br />of the world. <br /> <br />
