I am convinced that timely planning <br />W <br />~~; for such control is very important. I know, too, that that control is of <br />Qi) <br /> <br />utmost concern to you, to the Basin States. I cannot recommend means. <br /> <br />That is not my responsibility and is not in my field of competence. -I must <br /> <br />rely on the judgment of others as to what must be done and who should pay <br /> <br />~~ .:. <br /> <br />for it. I urge you, as I have urged all the Federal agencies with which I <br /> <br />have dealt in the development of this settlement, to do your best to place' <br /> <br />the salinity of these wonderful waters that nature provides under the <br /> <br />control of man. <br /> <br />I am, of course, very much aware of your deep concern that the demanding <br /> <br />schedule for construction of the works necessary to implement the agreement <br /> <br />be carried out. This is also a deep concern of the Administration. I <br /> <br />believe you know that there have been series of discussions between represent~-_; <br /> <br />tives of the Basin States, the Committee of Fourteen, and the appropriate autliio~ <br /> <br /> <br />ties of the Administration on this and other matters of concern to the Basin. _( <br />',; <br /> <br />The need is clear for working together before the Congress so that the <br /> <br />demanding construction schedule can be met. <br /> <br />Thank you, ladies and gentlemen, once more for your unstinted advice and <br /> <br />assistance during this year of uncertainty and hard work. Thank you, too, <br /> <br />for accepting this indirect presentation of my views by Commissioner J. F. <br /> <br />Friedkin.
