. .

Metropolitan Water Supply Investigations - Phase II Plan of Study
8/16/94 5:04 PM

Page 6

expertise in the study subject matter including the CWCB, the Division of Water
Resources, Division of Wildlife, Division of Parks & Outdoor Recreation, the
Department of Health, and the Department of Agriculture. The primary purposes
of the State Management Team are contract administration and coordination of
State involvement in the study process.

Technical Advisory Committee (T AC) - As described above, the T AC consists of
individuals appointed by members of the Forum with expertise on metro area
water supply systems. The role of the T AC is to provide technical guidance
through all four phases of the MWSI project, to facilitate the collection of
background materials and relevant data, and to participate in "brainstorming"
discussions leading to the formulation of specific water supply options. It is
hoped that the MWSI also will serve to facilitate communication between
different water supply entities and the development of working relationships that
will be necessary for the post-study implementation of cooperative water supply
options by local governments and water supply entities. The TAC has
established the four Work Groups described above and a Project Management
Team (PMT) consisting of representatives from each of the four Work Groups,

Consultinll' Team - The Consulting Team consists of Hydrosphere Resource
Consultants, Inc., HRS Water Consultants, Inc.,Spronk Water Engineers, Inc.
and Mulhern MRE, Inc, with Lee Rozaklis of Hydrosphere as the Project
Manager. The role of the Consulting Team is to coordinate and carry out the
detailed investigations described in the pas.

B. Study Organization and Individual Responsibilities

The attached schematic depicts the overall study phases and the relationships
between the various components of the pas. The MWSI project envisions an
informal and collaborative development process with sufficient flexibility to
integrate new ideas and information into the study process and adjust the scope of
investigations accordingly. This will require regular meetings of the individual
T AC Work Groups to monitor progress on each study area and periodic meetings of
the T AC as a whole to coordinate overall study efforts and provide for effective
cqmmunication between the Work Groups.

As described above, in order to effectively administer and coordinate the activities
of the T AC and the Work Groups, each Work Group has designated a "point
person" to serve as a representative to the PMT and to provide a direct channel for
communication between the individual Work Groups and the Consulting Team. The
PMT will meet as needed to monitor study progress, address administrative matters,
coordinate efforts between Work Groups, determine when Work Group and TAC
meetings should be scheduled and set the agendas for such meetings.
