General Study Approach <br /> <br />The work plan described below emphasizes an incremental, or phased, approach to <br />the overall MWSI project so as to allow for flexibility in defming, refIning and <br />studying the conceptual designs of various water supply options. The initial scoping <br />(phase I), described in this document, has identified the categories of options to be <br />considered and the investigations necessary to gather the relevant data and <br />background information. The work plan for carrying out these efforts has been <br />designed to maximize the use of existing information and does not anticipate the <br />development of new fIeld data. In addition, these efforts will be coordinated so that <br />information developed can be shared by the work groups and duplication of efforts <br />can be avoided. Implementation of the Plan of Study will also be coordinated with <br />the ongoing planning efforts of Denver Water, Metro and others so as to be <br />complimentary to those efforts. <br /> <br />These background studies will be completed in Phase II of the MWSI project and <br />used to more specifically defme the options to be investigated in more detail. The <br />work products for Phase II will include task memorandums summarizing relevant <br />information and findings, proposals for options to be studies in more detail, and a <br />Phase III plan of study for the analysis and the refInement of the selected options. <br /> <br />II. STUDY MANAGEMENT <br /> <br />A. General <br /> <br />The MWSI project is being performed under the supervision of the Colorado <br />Department of Natural Resources (DNR) and the Colorado Water Conservation <br />Board (CWCB) with Doug Robotham acting as the State Project Leader. The <br />administrative framework for carrying out the MWSI project consists of the Front <br />Range Water Forum, the Technical Steering Comminee, the State Management <br />Team and the Consulting Team, The roles and functions of these entities are <br />described below. <br /> <br />Front Range Water Forum - The Forum was established under Governor Romer's <br />Executive Order and is comprised primarily of political leaders from the study <br />area. The role of the Forum is to provide policy guidance to the MWSI project. <br />Each member of the Forum representing an entity with technical expertise on <br />water supply is authorized to appoint a person to serve on the TAC. <br /> <br />State Management Team - The State Team is chaired by Doug Robotham and <br />consists of representatives from various State agencies that have interests or <br />
