<br />Metropolitan Water Supply Investigations - Phase II Plan of Study <br />8/I6/94 5:04 PM <br /> <br />Page 13 <br /> <br />o Characterization of caU regime and exchange potential under existing and <br />pending rights. <br />o Investigation of urban return flows other than wastewater and how they <br />affect river caUs and exchanges. <br />o Review of instream flow requirements (or potential requirements) for the <br />South Platte below Chatfield. <br />o Review of South Platte endangered species issues. <br />o Definition of "baseline" reservoir operations involving Chatfield Reservoir <br />and upstream water supply reservoirs. <br /> <br />b) Approach <br /> <br />For each of the topic areas'listed above, specificaUy define areas of <br />investigation through discussions with various T AC members. <br /> <br />Identify and specify major governing assumptions regarding hydrology, water <br />demands, water rights, water supply facilities and system operations. Review <br />these assumptions with major players (Aurora, Denver, Thornton, Centennial, <br />Englewood, Barr Companies, Consolidated Ditches, SEO) and, attempt to <br />arrive at agreement regarding assumptions, Identify areas of controversy, <br />understand and document various perspectives. <br /> <br />Compile relevant basic data from the existing infonnation sources including: <br /> <br />o Streamflow records for the South Platte River and tributaries. <br />o Diversion records for the South Platte River from Chatfield Reservoir to <br />the Consolidated Ditches of Water District No.2. <br />o Operational and water rights accounting records from individual suppliers. <br />o Agricultural water rights owned by cities but not changed to municipal <br />use. <br />o Effluent discharge records. <br />o Estimates of urban return flows other than wastewater discharges. <br />o River caU records identifying the duration and priority date for historic <br />river caUs. <br />o Surface water related habitat requirements for South Platte River <br />endangered species, <br /> <br />Summarize existing exchange decrees, pending applications for future <br />exchanges, exchange agreements and the 1940 Denver-Consolidated Ditches <br />agreement. <br /> <br />Data and results from previous studies conducted by the Metro Wastewater <br />Reclamation District, U.S. Geological Survey and U.S, Environmental <br />Protection Agency will be reviewed and summarized as appropriate. <br />
