Provide fair compensation to the Companies and their shareholders for the use <br />of their rights and facilities, while maintaining the existing agricultural <br />community. <br /> <br />Unification of the Companies' Systems <br /> <br />The Companies divide water internally pursuant to a 1920 contract. Because the facilities of <br /> <br /> <br />each of the Companies are extensive and inter-related, this report will not discuss the <br /> <br /> <br />mechanics of water distribution between the separate entities. <br /> <br />The contractual relationship between Third Creek and the Companies has created a single <br />unified system. This unified approach solves the problems posed by the complex operating <br />system which would be faced by anyone attempting to adjudicate a "piecemeal" change of <br />water rights for any single part of the Companies' systems. The contract between Third Creek <br />and the Companies represents the first opportunity to develop the complex systems of the <br />three entities as if they were one. This contract illustrates unique cooperation between the <br />Companies' and is the cornerstone for the cooperative effort proposed as the Barr Lake Plan. <br /> <br />This report refers to "Barr Lake" or the "Barr system" when discussing the Companies' <br />facilities. However, the principles are equally applicable to the many reservoirs and canals <br />operated by FRICD, Burlington and Henrylyn.
