Increase municipal water supplies for the Denver metro area without "dry-up" <br />of Barr Lake and agricultural lands; <br /> <br />2. Change the current water right arena from a competitive environment to <br />cooperative development for the mutual benefit of the participants and other <br />interested parties; <br /> <br />3. Improve water quality for agricultural use by the Companies' shareholders, <br />improve the quality of water in Barr Lake (a state park and significant wildlife <br />habitat), and improve the quality of water in the South Platte River below the <br />Metro Wastewater Reclamation District facility ("Metro"); <br /> <br />4. More efficiently use transmountain return flows by providing for their direct re- <br />use and storage for subsequent exchange and augmentation; <br /> <br />5. Provide storage for "Two Forks" water and transmountain sources for first use <br />by municipalities, without construction of dams; <br /> <br />6. Manage the Beebe Draw alluvium below Barr Lake to create in excess of <br />100,000 acre feet of additional storage, without the construction of a dam and <br />the attendant surface inundation; <br /> <br />7. Improve South Platte water quality below Metro on a cost effective basis <br />compared to other treatment alternatives; <br /> <br />2 <br />
