Each appropriator <br />maximizes the benefit of his water rights at the expense of another. Nowhere is this more <br />evident than when water rights are changed from one location or use to another. Since no <br />benefits accrue to anyone other than the party seeking to change the use of a particular right, <br />all other appropriators are forced to protect their individual interests and to oppose any <br />perceived expansion of use by others. This is a costly and time consuming process for all <br />involved. <br /> <br />Further, the priority system evolved in a water-short region at a time when environmental <br />interests were not seriously considered. In more recent years, broader community interests in <br />water use have received more attention, though such interests still may not be adequately <br />represented in the water right process. <br /> <br />The implementation of the Barr Lake Plan will significantly allay several issues currently <br />causing great conflicts between water right owners and other segments of the community <br />which impede efficient and necessary water development. The active input and advice of the <br />environmental community, government regulatory authorities, state parks and wildlife <br />personnel, as well as water providers has been sought during the conceptual development of <br />the Barr Lake Plan. As detailed operational plans are developed, the proponents of the Plan <br />will continue to seek the active input of these community representatives. <br /> <br />The diverse nature of the Companies' facilities pennit community interests to be <br />accommodated to a degree unique in the water rights arena. For example, draw-down of Barr <br />Lake throughout the summer provides an important habitat for migrating shorebirds in the <br /> <br />4 <br />
