Because of the ruggedness of the terrain, construction of <br /> <br />a new access road from Almont to Taylor Park would be difficult and <br /> <br />costly and its construction for recreational purposes alone perhaps <br /> <br />could not be justified. It is reported however, that a major power <br /> <br />plant is to be located at this site. In case a power ~lant is 10- <br /> <br />cated at the reservoir area and a road constructed to it, access to <br /> <br />the reservoir would then be possible. In the event public use of <br /> <br />the road were permitted the development of recreational facilities <br /> <br />at the Taylor Park site could then be justified. <br /> <br />d. At the Almont and Curecanti lteservoirs a <br /> <br />wide variation in water levels can be expected from year to year and <br /> <br />heavy drawdown which it appears will occur dur~ng the recreation <br /> <br />use season, renders these reservoirs of little value for types of <br /> <br />vacation associated with water. It appears therefore, that the de- <br /> <br />velopment of recreation facilities at these two sites cannot be <br /> <br />justified at this time, under present proposed plans of operation. <br /> <br />4. The Taylor Park and AlJnont sites lie within the <br /> <br />boundaries of the Gunnison National Forest. <br /> <br />The other four sites <br /> <br />in this group, while located outside the forest on land privately <br /> <br />owned or Public Domain administ3red by the Bureau of Land wanage- <br /> <br />ment, are wit.,in close proximity of the forest boundaries. <br /> <br />5. The following is a preliminary statement on <br /> <br />historical value~ in the reservoir areas in Group B, contributed <br /> <br />by Dr. Herbert O. drayer, Colorado state Archivist: <br /> <br />"Blue /Jesa Reservoir . . . includes a number of <br /> <br />historic sites as well as villages still in existence, the most <br /> <br />important of which are Cebolla and Sapinero. <br /> <br />This entire region <br /> <br />has a good many historical connotations including prehistDric Indian <br /> <br />23 <br />
