Provision of recreational facilities

appear to be justified at this time.

5. Daily average vehicle use in the vicinities of these

sites is light. The 1946 Traffic Density Map, Colorado, records a

maximum of 45 and a minimum of 30. This indicates that nD great

number of tourists can be expected to use these two areas.

It will be necessary to relocate portions of existing

roads; State highway 82 at Twin Lakes and State highway 104 at

Sugarloaf, inasmuch as p~rtions of these roads presently lie within

the reservoir areas. The Bureau of Reclamation has indicated on

its reservoir maps, proposed relocations for these two highways.

The relocations as planned, are too near to the reservoirs to permit

the maximum recreational use of the shores.

'"

>,

'"

,

B. Recommendation!!

The following recommendations are made:

1. That the Bureau restudy the present proposed plan

of operation for the Sugarloaf Reservoir in an attempt to eliminate

or decrease as much as possible t be expected drawdown during the

.month of September.

2. That Consideration be given to relocating State

highway 82 in the vicinity of the north shore of Twin Lakes in such a

manner as to allow sufficient land for recreational use and develop-

ment between the reservoir shore line and the highway. This recom-

mendation also applies to highway relocation in the vicinity of the

Sugarloaf Reservoir site.

3. That further detailed recreation study be under-

taken on bDth of these sites if and when dam constructio~ is authorized.

~.

14
