M.Joppa. (Interview, Scott Stratton). <br /> <br />9. Hi11rose Irrigation District <br />The Hil1rose Irrigation District is a public irrigation dis- <br />trict organized under the 1905 Statute. It was formed for the <br />purpose of purchasing Jackson Lake rights as a source of supple- <br />mental water for the lands in the district, although it apparently <br />owns no water diversion or storage facil~ties. Cecil Osborne <br />stated that the Hi11rose Irrigation District "owns 124 Riverside <br />Company rights and about 300 Jackson Lake rights, and other <br />rights." (The list of stockholders in the Riverside Company shows <br />no such ownership for the Hi11rose Irrigation District. Records <br />of the Jackson Lake Reservoir Company indicate ownership of 194.5 <br />shares in that company). <br />Osborne stated that to the best of his recollection the far- <br />mers in the district have the right under the Statute to rent <br />their "district water" to farmers outside the district, if they <br />wish, at "1 1/2 times its value", However, he believes that they <br />have forgotten this restriction over the years and that they now <br />lease their "Hi1lrose district water" out each year at the regular <br />going rate for other water rights in the valley, <br />The Hil1rose Irrigation District covers the same land as is <br />irrigated by the Lower Platte and Beaver Canal.
