, -57- Irrigation District. The last item filed in that filing drawer is a surety bond for Fred H. Honebein, a new Director, dated July 7, 1942 and apparently filed at about the same time. No filings of any kind showing who has been elected to the Board of Directors, etc. appear subsequent to July ,1942. The provisions of Article I of Chapter 150, Colorado Revised Statutes 1963, govern the organization and operation of public irrigation districts (the irrigation district law of 1905). Under this Statute the results of elections for the Board of Directors must be filed with the County Clerk and Recorder each year. Regular quarterly meetings are required on the first Tuesday in January, April, July and October and all meetings must be public. Before October 15 of each year, the Board of Directors must cer- tify to the County Commissioners the amount of money it needs to raise by taxation for the ensuing year. The County Treasurer is named the District Treasurer and must issue all District warrants. There are a number of statutory provisions concerning malfeasance and conflicts of interest. On April 6, 1967 we examined the cancelled warrants of the Hi11rose Irrigation District in the office of the Morgan County Treasurer for the years 1965, 1966 and 1967 to date. Aside from small routine payments to F. L. Gill, Herman Brauer, R. M. Joppa, Martin Krueger, Elmer Fredricks, Herman Brauer, Jr., etc., all of which appear to be for Directors fees or salaries, there are only two large payments made by the company each year. One of these is $1,007.50 to the Lower Platte and Beaver Canal Company and the other is $1,556.00 to the "Jackson Lake Reservoir and Land Company," (probably intended as Jackson Lake Reservoir . . .
