Honebein, a new Director, dated July 7, <br />1942 and apparently filed at about the same time. No filings of <br />any kind showing who has been elected to the Board of Directors, <br />etc. appear subsequent to July ,1942. <br />The provisions of Article I of Chapter 150, Colorado Revised <br />Statutes 1963, govern the organization and operation of public <br />irrigation districts (the irrigation district law of 1905). Under <br />this Statute the results of elections for the Board of Directors <br />must be filed with the County Clerk and Recorder each year. <br />Regular quarterly meetings are required on the first Tuesday in <br />January, April, July and October and all meetings must be public. <br />Before October 15 of each year, the Board of Directors must cer- <br />tify to the County Commissioners the amount of money it needs to <br />raise by taxation for the ensuing year. The County Treasurer is <br />named the District Treasurer and must issue all District warrants. <br />There are a number of statutory provisions concerning malfeasance <br />and conflicts of interest. <br />On April 6, 1967 we examined the cancelled warrants of the <br />Hi11rose Irrigation District in the office of the Morgan County <br />Treasurer for the years 1965, 1966 and 1967 to date. Aside from <br />small routine payments to F. L. Gill, Herman Brauer, R. M. Joppa, <br />Martin Krueger, Elmer Fredricks, Herman Brauer, Jr., etc., all <br />of which appear to be for Directors fees or salaries, there are <br />only two large payments made by the company each year.
