-54-

,

"reservoLr" water during the last three years that he uses his
pumps exclusively and sells his private reservoir rights each year.
However, Stratton said that there is a flat policy that the
company-owned reservoir rights must stay in the Lower Platte and
Beaver Canal. They are never leased out to other farmers under
other systems. (This is contrary to what John Amen told us). He
was certain that Jackson Lake rights which the Lower Platte and
Beaver Company owns would not be leased out unless there was a
ditch Board meeting at which everyone agreed. He was very emphatic
on this subject and further said that in the event of such a
proposed transaction, each of the members of the Board .of Direc-
tors would telephone the 10 or 12 stockholders living near him
and would get their approval before that Director would vote for
such a transaction. He stated that during the 17 years that he
has been under the Lower Platte and Beaver system no company-owned
water in reservoirs has been ever sold outside the Lower Platte
and Beaver system.
Stratton said that Senator "Ted" Gill owns "a lot of water"
and is one of the largest water owners in his part of the county.
In response to our question about Senator Gill possibly leasing
out "company" water, Stratton stated that Gill might lease his own
personally-held water but that he would never be in a position to
lease Lower Platte and Beaver company-held water. On the contrary,
he said, the Lower platte and Beaver on occasion buys reservoir
water rights when they are needed to fill out the number of reser-
voir shares which the Lower Platte and Beaver Company already owns.
Stratton stated that Major Gi1frey, who lives at Snyder, and
whose telephone number is 842-4088, was the ditch rider for the

.

WQODWARD-Cl..VOE.SHERARO AND AS$OCIATES

<

0'",.,,"

,~-:.l' ,
