t

.

.

.

I

.

.

.

.

-39-
realized that an election was being held.
According to Robert E. Hogsett, Jesse Snodgrass was a long-
time member of the District Board and was recently defeated for
reelection by Tom Cooper, a cattle feeder. The District Board the
elected Snodgrass to the Company Board. Two years ago, Reuben
Peif was elected to replace a long-time member of the District
Board, Dab Platt. Only 8 votes were cast at that election. Peif
and Cooper favor the Narrows Dam, whereas Platt and Snodgrass are
opposed. Last year Frank Dahm, another old-time Bijou District
Board member, who is opposed to the Narrows Project, was defeated
by Bill Ambrose, a proponent of the Narrows, by a vote of 35 to 8.
(Interview, Robert E. Hogsett, 1/31/67).
On January 27, 1967 the Bijou District Board called a meet-
ing of the Bijou Company stockholders to elect directors for the
Company. It is traditional that the three District Board members
also serve on the Company Board, with two 'others elected to make
five. There is very little interest in these elections because
the District Board controls the majority of the votes in the
Company. However, at this meeting there was very good attendance.
Henry Webber and Jesse Snodgrass were the candidates of the fac-
tion opposed to the Narrows Dam. The Secretary of the Company,
John W. "Bill'.' Samples, read a resolution adopted by the District
Board on January 3 instructing the Secretary to cast the District's
votes for Webber and Snodgrass. Robert E. Hogsett and others of
the pro-Narrows Dam group raised so much fuss about this that the
election was postponed to February 18. (Interview, Robert E.
Hogsett, 1/31/67).
On January 30, the District Board met again and reversed its

1II00DWARD.CLYDE.SHERARD AND ASSOCIATES
