Samples, the Water Commissioner. <br />There is a discrepancy on the Bijou books as to the ownership <br />of Jackson Lake rights under the Bijou system; the Bijou books <br />show 24.0 Jackson Lake rights so owned. The Jackson Lake books, <br />on the other hand, show 21.0 rights so owned. <br />According to John W. "Bill" Samples, the Riverside system <br />books are not kept as well as the Bijou's. Furthermore, the Lower <br />Platte and Beaver and Upper platte and Beaver Canals do not keep <br />track of all of the water delivered to farmers under their systems. <br />There has been considerable dissension under the system as <br />of late, over control of the two Boards of Directors. One faction <br />(the anti-Narrows faction) controlled the District board (and <br />thus the Company board) for many years. In the last three elec- <br />tions they have all been voted out and replaced by pro-Narrows <br />men. Despite this fact the new pro-Narrows District Board has <br />retained two of the old anti-Narrows men on the Company board <br />(Snodgrass and Ambrose). <br />We heard a number of complaints that Snodgrass, George Epper- <br />son (the Bijou attorney) and John W. "Bill" Samples completely <br />control the Bijou system and that they "keep everyone else in the <br />dark". These complainers were not pleased when the new pro-Narrows <br />District Board retained Snodgrass on the Company Board in 1967. <br />There was considerable dissension at the 1967 Company stockholders' <br />meeting at which time the meeting was once adjourned.
