-11-

is leased to farmers in the Loveland-Greeley area on a seasonal

basis.

b.

State Administration of C-BT Water
,

,

Delivered to Water District No. 1

.

Whenever C-BT water is delivered to the Bijou or Riverside

systems it has to be released by the NCWCD at the mouth of Big

Thompson Canyon and run down the Big Thompson River to the South
Platte River and thence to the Riverside or Bijou headgates near

Hardin. It must, therefore, run through Water District Nos. 4, 2,
and 1. After the water has been released by the NCWCD, it is the

sole responsibility of the State water officials to deliver the

water downstream to the Bijou or the Riverside system, less any

transportation losses in the Big Thompson and South Ph tte Rivers.
In practice, this was handled by the Bijou or the Riverside,

as the case may be, by telling John L. Samples, the Water Com-

missioner for Water District No.1, that it wanted a "run" of

C-BT water. samples would then notify, by telephone, the NCWCD

office in Loveland. The district would also receive a postcard

.

confirmation signed by the party demanding the water.

The NCWCD would notify the Water Commissioner for Water

District No.4, Lloyd Blewitt and Paul Meehl, the Water

.

Commissioner for Water District No.2 in connection with a regular

.

daily notification to him of all releases the NCWCD would be mak-
ing that, day for various allottees of C-BT water. Sometimes these
notifications were by telephone and sometimes in person at the

,

NCWCD office in Loveland.

At the time the Colorado-Big Thompson project was constructed

there were discussions between the NCWCD officials and the State

WOOPwAIlD.CLYOf.SHERARD AHD ASSOCIATES

I I
