<br />-12- <br /> <br />Engineer's office as to how C-BT releases would be handled. As <br /> <br />a result of these discussions, the State Engineer appointed Clark <br /> <br />Schnurr as a special Deputy State Engineer to handle the C-BT <br /> <br />, <br /> <br />water matters in Irrigation Division No.1. This was done to <br /> <br />. <br /> <br />relieve the Division Engineer of the problem since he was occupied <br /> <br />with other problems in the Division. Schnurr was assigned a <br /> <br />Hydrographer, Dean Thompson, to work with him. Schnurr and <br /> <br />Thompson had their offices in the NCWCD bUilding in Loveland. <br /> <br />In 1964 Schnurr became Chief Hydrographer in Denver and his <br /> <br />position has not been filled. Late in 1965 the NCWCD required <br /> <br />additional office space and Thompson was required to move to an- <br /> <br />other building in Loveland. As a result, Thompson is now the <br />principal liaison man between the NCWCD and the State Engineer's <br /> <br />office. <br /> <br />At the time of Schnurr's appointment it was agreed that the <br /> <br />NCWCD would make daily notifications to the State water officials <br /> <br />of its releases to the river and once the notifications had been <br /> <br />made it was to be the sole responsibility of the State water <br /> <br />officials to administer the runs of water, calculate and assess <br /> <br />.. <br /> <br />transmission losses, etc. This meant coordination between the <br /> <br />State Engineer's office, the Division Engineer, the Special Deputy <br /> <br />State Engineer for Division No. 1 (now vacant), the HYdrographer, <br /> <br />and the various Water Commissioners and their Deputies. The <br /> <br />NCWCD assumed no responsibility for the proper delivery of C-BT <br /> <br />water once it had been discharged by the C-BT into the river. <br /> <br />, <br /> <br />c. Seasonal Transfer of C-BT Water <br /> <br />A holder of an allotment of C-BT water may elect not to use <br /> <br />his water in any season and may transfer (lease) on a seasonal <br /> <br />WOOOWARO.CLYDE.SHI!RA,RQ AND ASSOCIAteS <br /> <br />,~ <br />J <br /> <br />, <br /> <br /> <br />,:y'. <br /> <br />':--::...1.: <br />
