<br />." <br /> <br />, <br /> <br />.' <br /> <br />a <br />~ <br />~, <br />CP <br /> <br />9 <br /> <br />for the useful life of the project, provided that about <br />46,700 acre feet of inviolate flood control storage be <br />reserved in the reservoir above elevation 6251.0 feet <br /> <br />above mean sea level, and that this storage will be <br />operated in accordance with regulations prescribed by the <br />Secretary of the Army; and (4) contracts be negotiated <br />between the United States and a legally organized con- <br /> <br />servancy district representing the project water users, <br /> <br />prior to the start of construction, for the delivery of <br />the water supplies at equitable charges which would pay <br />annual irrigation operation, maintenance and rep~acement <br /> <br />costs and retire without interest all first costs of <br /> <br />construction allocated to irrigation, such annual charges <br /> <br />to be within payment capacity of the water users and re- <br />lated to water supplies and agricultural prices. <br />The Division Engineer, Southwestern Division, Corps <br />of Engineers, Dallas, Texas, concurs in general with <br /> <br />these findings of the District Engineer, provided <br />sufficient measures are undertaken by local interests to <br /> <br />maintain the channel of the river through the City of <br /> <br />Trinidad, and that satisfactory assurances be given to <br /> <br />the Secretary of the Army with respect to such <br /> <br />maintenance. He considers the estimates of economic <br /> <br />justification and fulfillment of repayment obligation of <br />irrigation aspects to be the responsibility of the <br />
