<br />.1 f' <br /> <br />o <br />-..] <br />..... <br />CD <br /> <br />10 <br /> <br />Bureau of Reclamation, and that repayment to the Federal <br /> <br /> <br />Government of irrigation costs be established as 51 <br /> <br /> <br />percent of the total first cost of the reservoir project <br /> <br />within an amortization period not exceeding 75 years. <br /> <br />He also recommends that the Trinidad Reservoir be <br /> <br />operated under the custody of the Corps of Engineers, and <br /> <br /> <br />that the United States contribute to the maintenance and <br /> <br />operation of the reservoir in an amount not exceeding 46 <br /> <br />percent of the total cost of mpintenance and operation, <br /> <br /> <br />the remainder to be paid by a conservancy district. <br /> <br /> <br />He further recommends that action to rescind the exist- <br /> <br />ing authorization of the channel improvement project not <br /> <br />be taken prior to initiation of construction of the <br /> <br />reservoir project. <br /> <br />The Board of Engineers for Rivers and Harbors concurs <br /> <br /> <br />in general with the views of the Division Engineer. The <br /> <br />Board notes, however, that land-enhancement benefits <br />amounting to $26,000 annually will accrue as a result of <br />the flood control features.of the project; and that in <br /> <br />accordance with existing policy in cases of this nature, <br /> <br />local interests should be required to contribute toward <br /> <br />the first cost allocated to flood control an amount in <br /> <br />the proportion of land-enhancement benefits to total <br />flood control benefits.
