The Board <br /> <br />recommends that local interests give assurances satisfactory <br /> <br />to the Secretary of the Army that they will make such a con- <br />tribution in cash at the time of construction. The Board <br /> <br />also specifically recommends that the construction, maintenance <br />and operation of the dam and reservoir shall be by the Corps <br />of Engineers. The Chief of Engineers, in submitting the <br />report to the Secretary of the Army for transmission to <br /> <br />Congress, concurs in the views and recommendations of the <br /> <br />Board of Engineers for Rivers and Harbors, <br /> <br />Comments of Interested Federal and State Agencies <br />All interested Federal agencies were furnished a preliminary <br />draft of the report for review and comment, as well as <br /> <br />interested State agencies, the Arkansas River Compact <br />Administration, and Trinidad city officials. Comments by <br />the Chairman of the Arkansas River Compact Administration; <br /> <br />the Chief Engineer, Division of Water Resources, Kansas' <br /> <br />State Board of Agriculture, and the Chief Engineer, <br /> <br />Colorado Water Conservation Board, on the preliminary <br /> <br />draft as submitted in November 1952, resulted in revised <br /> <br /> <br />operation studies relative to the effects of the project <br /> <br /> <br />on inflow to John Martin Reservoir. <br />
