..

.. ,.A,
~, .,

Agenda Item 4
July 5, 1988

The memorandum does not establish higher minimum flows and
directs that the data required for the additional studies will
be acquired during normal operation of Glen Canyon Reservoir.

Although we have not had an opportunity to comment on the
Executive Review Committee's Report and recommendations. the
Assistant Secretaries' memorandum appears to adequately address
our initial concerns that: (1) the Grand Canyon Environmental
Studies Report should not be the basis for revisions to the
operation of Glen Canyon Dam, (2) further studies be conducted
within the, limits of normal reservoir operations, even if this
yields a less than optimum study design. and the Upper Basin
States have adequate input into any future studies involving
Glen Canyon Dam. Therefore, I do not believe that any action
is required by the Board at this time.

We will review the Executive Review Committee Report and
participate in the development of the study plan which is to be
completed by early December. I will keep the Board advised as
necessary.

(
,
,
,
!
I
!
!
,
,
~
;.
,
~
,:

JWM/gl
Enclosures: as stated

:~
[
,
v'
~
~
.<
~

J.2 pages of enclosure
follow

[.J
"
i;:.
!l
t~
n
.
;~'

~ i

,
,

rJ
"'

,.;
~;
f
"

J

-2-

~II
.~
~.
