ReClamation had advised as of that time that the <br />Executive Review Committee Report, which was to include the <br />committee's findings and recommendations for further action, <br />would be available for review during July, with comments from <br />interested parties to be submitted by mid-August. Based on the <br />Committee Report and pUblic comments, Interior was to make a <br />decision regarding further studies and future reservoir <br />operations this fall. <br /> <br />, <br />'. <br />" <br /> <br />Contrary to what we had been advised, the Executive Review <br />Committee Report has already been reviewed by the Assistant <br />Secretaries for Water and Science and for Fish and Wildlife and <br />Parks and their decision rendered even though the Committee <br />Report has yet to be released, let alone time provided for <br />review and comment. The Assistant Secretaries' recommendations <br />with respect to future action are outlined in the attached June <br />15 memorandum. <br /> <br />" <br />:;' <br /> <br />,-~ <br />..;. <br /> <br />'(-! <br /> <br />Discussion <br /> <br />~j; <br />~, <br />~? <br />~~ <br /> <br />The Assistant Secretaries' memorandum directs the <br />Department of the Interior agencies on the Executive Review <br />Committee to develop a coordinated plan of study that addresses: <br /> <br />,~ ; , <br /> <br />1. The effects of both low and fluctuating flows on the <br />endangered fish species, the trout fishery and beach <br />aggradation and degradation; and <br /> <br />2.
