We agree with the Executive <br />Review Committee that several areas of concern require further study and <br />additional analysis before any actton can be considered by the Department. <br /> <br />These areas are: (1) the effects of both low and fluctuating flows On <br />~naarige'red''fisli-S~ilcies, the .trout fishery and beach 'aggradation and ,~,'....: <br />degradation, and (2) detailed economic analysis of operational options. <br />With these concerns in mind, we accept your recommendations to do further <br />study of the foregoing issues, and direct you to develop a coordinated study <br />plan that'addresses,them. The study plan must be technically and <br />scientifically adequate to address the areas of concern. The development of <br />the study plan should include input from and give fair and appropriate <br />recognition to the concerns of: "~' , - , <br /> <br />a. Associated bureaus and Agencies of the GeES program <br />b, All constituent groups <br />c. National Academy of Sciences <br /> <br />The study plan also should address as ~ny recommendations by the National <br />Academy of Sciences as feasible in view of the t{~ Dvailable for additional <br />study effort. <br /> <br />The studies will require continued coordination among the bureaus and <br />agencies of the GCES program. The technical components of the program <br />should be determined through a coordinated development and review process. <br />The overall program should be outlined and revi~wed by the GeES/Executive <br />Review Committee. If conflicts 1n coordination arise, our,offices will be <br />available to help facilitate a resolution. <br /> <br />You are directed to continue to provide the staff support necessary. to <br />accomplish the objectives of the GCES program.
