.

.

We released 8.3 million acre-feet to the Lower Basin during water year
1968. During the next 4 years, Glen Canyon must release about 35 million
acre-feet in order to complete delivery of 75 million acre-feet in the
1963-72 decade to meet the Compact requirement. This particular 10-year
period is especially critical because of the small releases during the
first 2 years when we were acquiring minimum power pools in Lake Powell
and Flaming Gorge Reservoir. We should have no difficulty selling the
power created by passing the 35 million acre-feet through the powerplant
between now and 1972.

Flaming Gorge Reservoir is now at elevation 5992 feet and a content of
2,142,000 acre-feet, or about 8 feet lower than its seasonal high. It
should continue to recede to elevation 5976 by the end of March 1969.

Fontenelle Reservoir was drawn down to elevation 6494.5 and a content of
258,000 acre-feet during September for inspection of the repair work and
stabilization of the new embankment. In future years the reservoir will
normally fill each spring, elevation 6506, and be drawn down 21 feet to
elevation 6485 and a content of 196,000 acre-feet late each winter.
Within this type of fluctuation, all purposes of the project will be
served and minimum amounts of water will bypass the powerplant.

Navajo Reservoir has been held at about elevation 6030 feet with a con-
tent of 1,045,000 acre-feet during the past few months for fish enhance-
ment and recreation uses, Recently we have initiated some maintenance
work on the main outlets which will restrict releases from the reservoir
to about 400 second-feet from the 30-inch bypass valve and cause the reser-
voir to remain at about its present level through November. Starting in
December, the level of the reservoir will be lowered 20 feet to elevation
6010 and a content of 833,000 acre-feet to move some water downstream dur-
ing the winter months and to provide space required for control of possible
flood runoff in the spring of 1969.

Blue Mesa Reservoir now has 751,000 acre-feet in storage at elevation
7497 feet. The reservoir is expected to recede 37 feet to about eleva-
tion 7460 feet and a content of 484,000 acre-feet by the heavy spring
runoff. Morrow Point Reservoir, which is located downstream from Blue
Mesa Dam, should be filled by December 1968. Its inflow is largely con-
trolled by the larger Blue Mesa Reservoir.

Lake Mead now stands at elevation 1137 feet above mean sea level and con-
tains 15.1 million acre-feet of available storage, or about 58 percent of
its capacity. The lake may be slightly higher by the end of March 1969.
Required Compact releases at Glen Canyon will probably exceed Lower Basin
water requirements during the next 4 years, so we can expect a nominal
rise in the lake during this period.

GENERAL INVESTIGATIONS

Favorable review comments on the June 1967 proposed feasibility report on
the Battlement Mesa Project have been received from all State and Federal

3
