<br />Programs in these areas are conducted through the Departments of <br /> <br /> <br />Agriculture, Commerce, and Defense (Army, Navy, and Air Force). <br /> <br /> <br />When the appropriations were made there was no strong consensus <br /> <br /> <br />of public interest or scientific opinion for the concept of increasing <br /> <br /> <br />precipitation.
