The pond for which the storage right is requested in this application is located <br />where the point of diversion for the intake of the pipe line leading to the pond is located <br />on the easterly side of Echo Creek S 35 00' W a distance of 460 feet from Corner No.4 <br />of Mineral Survey 4078 in Section 20, Township 11 South, Range@West, 6th P.M., <br />Lake County, Colorado. 81 <br /> <br />The outlet of the pond is located S 2900' W a distance of365 feet from Corner <br />No.4 described above. <br /> <br />The date of appropriation is June 28, 1988 which was initiated by employing a <br />registered land surveyor to locate the pond. <br /> <br />The capacity of the pond is 0.22 acre feet for which an absolute decree is <br />requested for storage and 10 g.p.m. is requested in direct flow from Echo Creek. <br /> <br />6. In order to protect other water right owners, Applicanf has acquired one share <br />ofTwin Lakes Reservoir and Canal Company stock of which one-half share is assigned to <br />this project This one-half share will provide an average annual yield of 0.50 acre feet of <br />water to offset any losses from Applicant's pond. For SugarLoat: Twin Lakes and Clear <br />Creek reservoirs, the State Engineer and Bureau of Reclamation are using a gross annual <br />evaporation of2.677 feet. At this altitude, the reservoirs are frozen over during the <br />months of December, January, February and March, reducing the gross evaporation by <br />0.30 feet to a total of2.377 feet. The average annual precipitation at this location, as <br />shown in Climatology Report 84-4 published by the Colorado Climate Center, is 19 <br />inches. Of this, only 70 percent is considered to be effective, or 13.30 inches. This results <br />in a net annual evaporation of2.677 - (0.30+1.11) = 1.267 x 0.20 = 0.253 acre feet The <br />one-half share of Twin Lakes stock offsets the annual pond evaporation with a <br />considerable safety margin to protect other water right owners, even in a dry year. <br /> <br />7. . On March 10, 1994, Applicant entered into a Stipulation with The Twin Lakes <br />Reservoir and Canal Company, the terms of which Stipulation are incorporated herein as if <br />fully set forth in the body of this roling. <br /> <br />On October 3,1994, Applicant entered into a Stipulation with the Colorado Water <br />Conservation Board, the terms of which Stipulation are incorporated herein as if fully set <br />forth in the body of this roling. . <br /> <br />8. Applicant will cooperate with the Division Engineer, Water Division 2, in <br />submitting reports as requested by said Engineer. <br /> <br />9.
