3. Evaluate Cateaorv II Plans. Institutional and political
problems would be examined .to determine whether the first
assumption that problems are resolvable is valid. Those plans
that survive the first screening would then be studied in more
detail to refine estimates of yield and cost, and to ensure
technical implement ability.

4. ~valuate Additional Plans. Additional plans meriting
further consideration were introduced during the in-house review
process. These plans, and any other that might subsequently be
introduced, should be evaluated along with those ment~oned above.
These additional plans are as follows:

a. Some unused Parker-Davis Project power might be
available to run the YDP. Cost of this power would be
considerably less than other power now available for YDP
operation.

b. Substitute water in sufficient quantities to eliminate
YDP production would be provided from system storage. A
debt on storage could accumulate for several years before
being satisfied by surplus flows. A risk exists that the
debt may not be satisfied before an onset of a drought but
the tradeoff is that the accumulation of 4 or 5 years of
unnecessary YDP production costs can be avoided.

5. Establish Advisorv Council. An advisory council
composed of representatives of the Basin States would be formed
to advise Reclamation on political and institutional constraints.

6. Select Plan of Action. After completing Items 1-5,
select the plan(s) for implementation, develop an implementation
schedule, document findings, and pursue authorizing legislation.
