Those plans <br />that survive the first screening would then be studied in more <br />detail to refine estimates of yield and cost, and to ensure <br />technical implement ability. <br /> <br />4. ~valuate Additional Plans. Additional plans meriting <br />further consideration were introduced during the in-house review <br />process. These plans, and any other that might subsequently be <br />introduced, should be evaluated along with those ment~oned above. <br />These additional plans are as follows: <br /> <br />a. Some unused Parker-Davis Project power might be <br />available to run the YDP. Cost of this power would be <br />considerably less than other power now available for YDP <br />operation. <br /> <br />b. Substitute water in sufficient quantities to eliminate <br />YDP production would be provided from system storage. A <br />debt on storage could accumulate for several years before <br />being satisfied by surplus flows. A risk exists that the <br />debt may not be satisfied before an onset of a drought but <br />the tradeoff is that the accumulation of 4 or 5 years of <br />unnecessary YDP production costs can be avoided. <br /> <br />5. Establish Advisorv Council. An advisory council <br />composed of representatives of the Basin States would be formed <br />to advise Reclamation on political and institutional constraints. <br /> <br />6. Select Plan of Action.
