It was concluded that this lack of informa- <br /> <br />tion had to be remedied. Therefore, the scope of work for this study was <br /> <br /> <br />modified to include a limited field investigation consisting of 9 borings, <br /> <br /> <br />14 test pits and related laboratory testing. This field exploration program. <br /> <br /> <br />formed the backbone of this appraisal-level study. <br /> <br />I <br /> <br />1 <br /> <br />The results of the geotechnical program indicated that suitable dam <br /> <br /> <br />construction materials were available for the embankment core, shell and <br /> <br /> <br />internal drains in the immediate vicini ty of the site. Because these bor- <br /> <br />row materials are close to the site, construction costs would be reduced <br /> <br />accordingly. <br /> <br />I <br />] <br />J <br /> <br />...,'l <br /> <br />WATER RIGHTS ANALYSES <br /> <br />Appraisal-level analysis of water rights was performed to estimate the <br /> <br />legal and physical availability of water for a dam and reservoir at the Hardin <br /> <br /> <br />Dam site. This analysis included the various appropriations, decrees and <br /> <br />filings for water in the South Platte River Basin from its headwaters to the <br /> <br />Colorado-Nebraska state line. <br /> <br />ii <br /> <br /> <br />.t. <br /> <br />The U. S. Bureau of Reclamation IS (USBR) "Point Flow Study" was used as a <br /> <br /> <br />basic tool in this study. The USBR used this computer study to develop a mass <br /> <br />balance of flows on the South Platte River for the period 1941 through 1977. <br /> <br /> <br />It included flows recorded by the U.S. Geological Survey (USGS), diversions <br /> <br /> <br />recorded by the Colorado State Engineer's Office and other physical de- <br /> <br /> <br />scriptors of the South Platte River. <br /> <br />The Narrows Dam decree, which has a 1957 filing date and could poten- <br /> <br /> <br />tially be transferred to the Hardin Dam site, and the 1981 Hardin Dam <br /> <br /> <br />were both evaluated to estimate the storable flow available from each. <br /> <br />analysis included certain assumptions on conditional decrees both upstream and <br />'J <br /> <br />downstream of the site as well as the assumption that Denver's transmounta <br />, . <br />, .. <br />return flow would not be available.
