Among these was the Hardin Dam proj ect, ". . . a <br /> <br /> <br />dam and reservoir on the South Platte River upstream of the town of Masters <br /> <br />with a reservoir downstream of the town of Greeley" (section 7, S.B. 439), see <br /> <br /> <br />Figure II-I. <br /> <br />Expenditures were limited by S.B. 439 to $300,000. <br /> <br />In addition, S.B. 439 <br /> <br />. , <br />I <br />, <br />, <br /> <br />The CWCB retained Dames & Moore to perform the Hardin Dam Project study. <br /> <br />specifies that future funding .. <br /> <br />. is contingent upon a showing that addi- <br /> <br />tional funding is justified based on competent engineering and economic <br /> <br />data." <br /> <br />STUDY OBJECTIVE <br /> <br />I I; <br /> <br />The objective of this study was to evaluate. at an appraisal-level of <br /> <br /> <br />detail, the engineering feasibility and cost of Hardin Dam, including poten- <br /> <br />tial hydroelectric facilities. These appraisal-level engineering studies <br /> <br />include: <br /> <br />I <br />I <br />I:' <br />'I: <br /> <br />o Evaluation of the proposed Hardin Reservoir water supply under dif- <br />fering water rights assumptions. <br /> <br />o An analysis of alternative dam and reservoir sizes and the resulting <br />yields. <br /> <br />o Limited economic analyses of hydropower and flood control project <br />benefits. <br /> <br />o Appraisal-level engineering designs and associated cost estimates, <br />including capital, operation, maintenance and replacement costs. <br /> <br />o Preparation of a comprehensive report which summarizes the work <br />completed during the study. <br /> <br />GEOLOGIC AND GEOTECHNICAL INVESTIGATIONS <br /> <br />,I <br />Ii <br />I: <br />'I' <br />I <br />il1 <br />, [Ill <br />.[:1 <br /> <br />Initially, it was anticipated that the geologic and geotechnical analyses <br /> <br /> <br />in the study would rely heavily on work previously completed for the Narrows <br /> <br /> <br />Dam site and the Hardin Dam site.
