MAYNARD <br />PULASKI COUNTY FLOOD CONTROL COMMITTEE <br /> <br />TO THE PUBLIC WORKS SUBCOMM I TTEES a= THE <br />HOUSE AND SENATE APPROPRIATIONS COMMITTEES <br /> <br />APR IL 2, 1985 <br /> <br />My name is Charles t"aynard. I am a retired Corps of Engineer officer and <br />presently senior vice president of Union National Bank in Littl e Rock, <br />Arkansas. I appear here today before you as a committee member of the <br />five-state Arkansas River Inter Basin Committee, treasurer of the Arkansas <br />Basin Association and on behalf of the Chamber of Commerce of Greater <br />Little Rock and the Pulaski County Flood Control Association of which I am <br />the presi dent. <br /> <br />My purpose today is to seek your approval of $314,000 included in the <br />President's bUdget for the Fourche Creek drainage project in the vicinity <br />of Li ttl e Rock. Thi s project, which invol ves a 35% cost-sharing by local <br />interests, has the approval for authorization by the administration. The <br />Congress has funded it with $1.3 mill ion in the last two years for advance <br />engineering studies and design. The requested $314,000 will move thi s pro- <br />ject to the point of wherein construction could be initiated. In this con- <br />nection, the city of Littl e Rock two years ago pl aced in escrow some <br />$7,000,000 representing their portion of the 35% cost-sharing which has <br />been agreed to by the city of Littl e Rock, Pul aski County and the state of <br />Arkansas. <br /> <br />I would also urge that this committee add $300,000 to the President's <br />budget for advance engineering and design studies on the Dark Hollow <br />drainage problem in North Little Rock, Arkansas. Two years ago, the <br />Congress added S100,OOO to initiate studies for this project. However, no <br />money was provided last year, but this $300,000 would move this much needed <br />study for solving drainage problems and enhancing industrial development to <br />an early resol ution. <br /> <br />The Little Rock Chamber of Commerce and the Pulaski County Flood Control <br />Association would endorse the comments of Mr. Tommy Thompson of Colorado, <br />chairman of the five-state Arkansas River Inter Basin Committee and of Mr. <br />Barry McKuin, president of the Arkansas Basin Association.
