In <br />the navigation area. we need more actual experience of the impacts of user <br />charges, and better data on the specific O&M costs attributable to <br />navigation, before we embark on a more extensive and expensive cost recovery <br />program. <br /> <br />In these economic times, the imposition of new or expanded non-federal <br />cost-sharing requirements for navigation. flood control, water supply and <br />hydro-power will only serve to broaden the gulf between economically healthy <br />areas and poor areas. Only the healthy ones will be able to participate in <br />federal programs, The poorer areaS with real need, and often with greatest <br />potential for growth, will be unable to participate because they can't meet <br />high and unrealistic cost-sharing requirements, <br /> <br />We thank you for the opportunity of speaking to you today and urge you to <br />favorably consider our requests. <br /> <br />6 <br />
