BARRY MCKUIN <br />PRESIDENT, ARKANSAS BASIN ASSOCIATION <br /> <br />TO THE PUBLIC WORKS SUBCOMMI TTEES a= THE <br />HOUSE AND SENATE APPROPRIATIONS COMMITTEES <br /> <br />APRIL 2, 1985 <br /> <br />Mr. Chairman, <br /> <br />I am Barry McKuin, President of the Arkansas Basin Association. The <br />Arkansas Basin Association is a non-profit organization of some 40 plus <br />years standing that has worked in behalf of development of the Arkansas <br />River which is now the McClellan-Kerr Arkansas River Navigation Project. <br />We are here today to support the statement of Mr. Tommy Thompson of <br />Colorado who has appeared before you as a representative of the Arkansas <br />River Inter Basin Committee whose members are appointed by the five gover- <br />nors of the states of Arkansas, Colorado, Kansas, Missouri, and Oklahoma. <br />We support the statement that Mr. Thompson has made to you. <br /> <br />Specifically today, I ask your approval of amounts included in the <br />President's budget for 0 & M and construction on the Arkansas River. <br /> <br />I also bring to you this association's concern for the possibility of <br />closing the construction account on the McClellan-Kerr Arkansas River <br />Navigation Project. There is much work left to be done in the Arkansas <br />River. Speci fically, I refer to decreased depths in the 1000er regions of <br />the \.Jhite River, due to degredation of the Mississippi River, high rock in <br />Pool 7 which restricts navigation, the need for additional lands for flood <br />easements in Hartman Bottoms, the loss of depth in the WIli te River-Arkansas <br />Canal connecting the White River to the lower reaches of the Arkansas, the <br />need for tow haul age equi >-Ment at some of the locks and provi sion of scour <br />protection for Dam 2 on the lower Arkansas as a resu1 t of a di sastrous <br />flood in 1982. <br /> <br />We also express our concern about the proposed cost-sharing proposals of <br />the administration and our concerns are set forth below: <br /> <br />The Arkansas Basis Association believes that the application of these <br />unauthorized cost-sharing requirements by the Administration is <br />improper. The Association bel ieves that such up-front cost-sharing <br />requirements inappropriate and contrary to the national interest in the <br />development of our nation's most vital national resource, our water. <br />We are convi need that the long term impact of such requi rements wi 11 be <br />devastating to water resources development in our country and will <br />acce1 erate a national wa ter c ri si s. <br /> <br />8 <br /> <br />ONE SPRING STREET LITTLE ROCK, ARKANSAS 72201 <br />
