2311

I

Refinement of data and costs for Wiggins Daul and Reservoir is not
warranted because the most conservative estin~te of $10,500,000
is substantitally greater than the Bijou control ~lOrks associated
with Narrows Dam and Reservoir.

Control at Narrows Reservoir

A preliminary cost estimate \TaS also made for controlling Bijou
Creek floods by di~'eG and channelizing into the potential NarrOlls
Reservoir. This was the plan proposed in the 1951 report. Costs
were taken from this report and indexed to present price levels.
They include costs for relocations, dikes, and ',aterways. To these
costs \/ere added rights-of-way associated "ith control of Bijou
Creelt. The total costs were about $4,870,000. The Corps of Engineers
has indicated a need for 40,000 acre-feet more flood control space
in Narrows Reservoir if Bijou Creek is diverted into it. Also, about
90,000 acre-feet more space would be l'equired for 100 years of
sediment contributed by Bijou Creek. This additional 130,000 acre-
feet of spacc would require about 3 feet additional height on the
dam at an estimated added cost of $1,369,000.

......

The total cost of including Bijou Creek Control in Narrows Reservoir
is estimated to be $6,239,000. Controlled ground water recharge
could not be provided by this plan.

f,

The attached Dra'ling #553-730-3 ShOUB the channelization plan which
would require abandonment of the existing Bijou Reservoir No.2.

Data and Costs--Narrows Reservoir

The reconnaissance cost estimate for the potential Narrm-Is Reservoir
without Bijou Creel, control is $38,334,000 at February 1961 prices.
This cost includes $6,520,000 for right-of-llay end $1,525,000 for
relocations and protcctive works associated \~th oil development in
the reservoir site. Approximately 7,300 acres of irrigated crop land
and 1,000 acres of meadOll land would be purchased. The damsite is
at the location used in the 1951 report, about 7 miles upstream from
Fort Morgan, Colorado. The dsm "ould have a crest length of about
4 miles end a crest elevation of 4,449 feet (5 feet lower than shown
in the 1951 report because of less severe flood routing requirements).
The height above streambed "ould be about 142 feet. The dam uould
be earthfill, and it would have riprap on the upstream face. About
11 million cubic yards of embankment llould be required for the dam.

Allocation of the storage space including provision for Bijou Creek
control is listed by functions in Table 4.

'.

9
