<br />2316 <br /> <br />Correction of these deficiencies in design would increase the cost <br />considerably resulting in even more obvious infeasibility. <br /> <br />The attached Drawing #553-730-4 shaws approximate location of the <br />Hoyt Reservoir. * <br /> <br />Wi~gins Reservoir <br /> <br />During the previous Narrows investigations, a preliminary cost <br />estimate was made for Higgins Dam end Reservoir. The cost, based <br />on present prices, would be about $10,500,000. <br /> <br />The dam would be located about 3 miles southeast of Wiggins, Colorado <br />and roughly 12 miles above the mouth of Bijou Creek. The dam would <br />be about 2-3/4 miles long with a maximum height of about 70 feet. <br />A dike about 1 mile long "ith a maximum height of about 10 feet <br />would also be required. <br /> <br />The lViggins dam site is somewhat upstream from the potential location <br />of the Bijou control works associated With Narrows Dam and Reservoir. <br /> <br />" <br /> <br />Review of the previous preliminary studies of lHggins Reservoir, <br />indicates that capacity for sediment deposition and flood control <br />equivalent to that provided in Narrows Reservoir, With associated <br />Bijou control '\Iorks, could only be provided by modifications in the <br />earlier design. This '\Iould result in an increase in costs. Other <br />inadequacies of design also would need to be corrected which would <br />result in further cost increases. Those inadequacies include: <br /> <br />'. <br /> <br />Unlined spillw~ With no concrete control. <br />The Town of ,liggins not protected from reservoir spills <br />into Kiowa Creek. <br />M1nioum riprap and freeboard. <br /> <br />* The Corps of Engineers in its letter of May 12, 1961 makes the <br />folloWing statements concerning flood control at the Hoyt <br />Reservoir site: <br /> <br />"The site near Hoyt, Colorado does not give adequate control <br />of floods originating on Bijou Creek. Further study appears <br />warranted to determine the desirability of control of Bijou Creek <br />floods by flood detention reservoirs near the mouth. However, <br />this alternative need not necessarily be an inherent adjunct of <br />the Narrows or Weld County project as further consideration to <br />control of floods on Bijou Creek will be given in the preparation <br />of our comprehensive report for the South Platte River." <br /> <br />'.. <br /> <br />.'. <br /> <br />8 <br />
